[Ethics]Medical Ethics, health insurance

Taiwan have national health insurance system, it means that every national have to pay some tax for the insurance, and when the nationals have use medical resource, they no need to pay the huge bill, but only the part that not include in the insurance.

But, every year the included part of the insurance is increase. That's because the tax we pay for the national health insurance is no longer to afford the outgoings. And that's a strange question, why the outgoings are increasing so fast? I think that's because some nationals are abusing our medical resource.

First few years when the national health insurance system were set up, half of nationals don't really know what's the "insurance" means. They just thought that, they have pay more tax every years. And they also thought that, "I pay tax for the health insurance every years, but I  probably use nothing what I pay for. And if I don't use the tax I pay, than maybe the other one gonna use it! So if I can't use it, than why should I pay it? And if I have to pay it, than I'll not allow the others to use what I paid!" So some people use their insurance to make patent medicines from pharmacies; they don't really need those medicines, and most time, they don't even take those medicines. What they want to do, is just want to "make sure what they paid is worthy."

Although for now time people are getting more realize what insurance means, but many medical resources have been wasted. And I've heard that some people who were emigrant to the other country, and they don't pay tax in Taiwan, but when they need medical support, they go back to Taiwan and use Taiwan's national health insurance. Isn't that strange?
